Powering Up Western Australia: Feds Announce Big Battery Tender

The Australian government is stepping on the gas (well, renewable gas!) with a new tender for large-scale battery storage in Western Australia (WA). This move aims to solidify WA's position as a clean energy leader, following its recent boom in rooftop solar and battery projects.

Here's the lowdown:
  • Lights Out for Coal, Lights On with Renewables: WA is saying goodbye to its coal-fired generators by the end of the decade, paving the way for a clean energy future.

  • Battery Bonanza: The tender seeks at least 2,000 megawatt hours (MWh) of battery storage, with individual projects requiring a minimum of 30 MW and 2 hours of storage.

  • Going the Distance (Sort Of): Unlike the eastern states, WA's energy grid is isolated, meaning no connections to neighboring states.  This is why the tender design considers existing "capacity credits" in the WA market.

  • Solar Power After Dark:  WA's existing battery boom is focused on "time shifting" rooftop solar power to meet peak evening demand.  These existing projects won't be eligible for this new tender.

  • Building a Brighter Future:  This tender is part of the federal government's plan to reach 82% renewable energy by 2030.  Nationally, the CIS aims to contract 23 GW of wind and solar, and 9 GW of battery storage.


Key Dates:
  • Registration opens this month (July 2024) and closes in August.

  • Bids are due in October and November.

  • Winners announced in February 2025.

  • Auctions expected to be held annually until 2027.


This tender signifies a significant step towards a clean and secure energy future for Western Australia. It will be interesting to see how the unique characteristics of the WA market influence the tender results.

Additional Information:

  • The CIS offers a contract with a guaranteed floor price (reducing financial risk for developers) and a ceiling price (requiring project owners to share excess profits with the government).

  • Virtual power plants and other similar technologies are not eligible for this first round but could be included in future rounds.

  • Hybrid projects (batteries paired with wind or solar) are welcome.

  • Merit criteria for tender evaluation include price, location, fuel source, battery degradation, and agreements with First Nations people and local communities.
