"Powering Themselves": What Victoria’s Sustainable Data Centre Action Plan Means for Grid Connections, Renewable Firming, and RPEV Due Diligence

The era of hyper-scale data centres freely drawing baseload capacity from the Australian grid without underwriting clean generation has ended. Under the Victorian Government’s Sustainable Data Centre Action Plan, data centre developers in Victoria will legally be required to match their total operational electricity consumption with new renewable generation and dedicated energy storage.   


Furthermore, data centre operators must directly fund their own grid connection assets and any necessary upstream transmission network upgrades.   


This intervention addresses rapid growth: data centre electricity consumption across the National Electricity Market (NEM) is projected to climb from 5 Terawatt-hours (TWh) in 2025–26 to 34 TWh by 2035–36—surging from approximately 3% to 13% of total grid demand.

Under the state framework, data centres cannot satisfy their sustainability requirements simply by purchasing paper offsets or siphoning off existing green energy capacity. Operators must demonstrate additionality: matching new power demand with newly commissioned renewable generation (solar PV, onshore wind) backed by multi-hour Battery Energy Storage Systems (BESS).

The Siting, Water, and Buffer Constraints

Alongside energy additionality, the policy imposes strict civil and spatial hurdles:

  • Mandatory 150-Metre Buffer: Data centre physical building envelopes must maintain a minimum 150-metre separation distance from residential homes.   

  • Zoning Prohibitions: Siting is prohibited in residential zones, near schools, childcare centres, and in rural agricultural areas that lack supporting infrastructure.   

  • Closed-Loop Recycled Water Cooling: Facilities must use recycled or industrial non-drinking water for evaporative cooling systems. Operators using potable water face mandatory consumption offsets and must fund municipal water infrastructure augmentations.   

  • Local Investment Guarantee: Developers must provide contributions to community programs, local employment initiatives, and technical training pathways for Victorians.   


🛑 The Balance Sheet Shock: Fronting Upstream Network Upgrades

The most consequential financial exposure for developers under the new framework is the requirement to front connection costs and upstream network upgrades.

Connecting a 100 MW to 500 MW hyper-scale facility to Victoria's distribution networks (Powercor, AusNet, CitiPower, Jemena, or United Energy) or the transmission network (VicGrid / AusNet Transmission) is no longer a matter of paying a standard connection fee.

When a multi-megawatt computing load is introduced, Network Service Providers (NSPs) often mandate:

  1. Thermal Conductor Augmentation: Upgrading upstream 66 kV, 220 kV, or 330 kV transmission feeders to manage massive continuous power transfers.

  2. Substation Bay Expansions: Adding dedicated step-down transformer bays, gas-insulated switchgear (GIS), and high-voltage circuit breakers at terminal stations.
