Plan for a Clean Energy Future
The Victorian Government has released a comprehensive plan to transform the state's energy system and achieve a target of 95% renewable energy generation by 2035.

A Dramatic Transformation by 2035
By 2035, Victoria’s electricity system will see a significant transformation. With electricity use expected to increase by 50% or more due to electrification and population growth, the state's ageing coal-fired power plants will have been phased out.
Unlocking New Renewable Capacity
To meet the 95% renewable energy target, the Victorian Government plans to unlock around 25GW of new rooftop solar, offshore wind, onshore renewables, and energy storage over the next decade.
Investment and Job Creation
The roadmap highlights the policies and programs in place to deliver this new capacity, predicting a capital investment of $35 billion and the creation of 59,000 jobs by 2035. Expanded training and apprenticeship programs are also in the works to ensure a skilled workforce.
Renewable Energy Milestones
Since 2014, Victoria has tripled its share of renewable energy, now generating 39% of its power from renewables—surpassing output from the state’s remaining coal-fired generators.
Supporting Grid Reliability
The plan includes a continued role for gas-fired electricity generation to support grid reliability and security, with gas providing two to five percent of Victoria’s annual electricity generation.
Empowering Households and Businesses
Programs such as Solar Victoria and Victorian Energy Upgrades will continue to help households and businesses reduce energy costs by installing solar and improving energy efficiency.
Inclusive Infrastructure Development
VicGrid is working with landowners, local communities, and Traditional Owners to ensure equitable planning and development of renewable energy infrastructure, including transmission systems.
A Vision for Net Zero by 2045
The Victorian Government emphasizes that an orderly transition is essential to maintaining energy affordability and reliability as the state pursues its world-leading climate target of net zero by 2045.
Commitment to an Orderly Transition
Victorian Minister for Energy and Resources, Lily D’Ambrosio, affirmed, “We will deliver an affordable, reliable, and secure electricity system for all Victorians, and this consolidated plan will ensure community and industry are at the centre of our orderly transition.”
Driving Renewables Investment
“We mean business. We’re powering ahead with our big renewable energy build and creating and maintaining the right conditions for renewables investment,” D’Ambrosio added.
