The Australian Energy Market Commission (AEMC) has announced reforms to accelerate the deployment of smart meters across the National Electricity Market (NEM) by 2030, setting a foundation for a renewable energy future.

AEMC Finalises Smart Meter Rollout for a Modern Energy System
Key Reforms

1. Accelerated Smart Meter Deployment

Faster rollout to unlock cost savings and enable a modern, data-driven energy system.

Supports integration of renewable energy, batteries, and electric vehicles.

2. Access to Power Quality Data

Networks gain improved access to power quality data for better management, cost reduction, and enhanced safety.

Supporting Measures

Customer Safeguards: Prohibits upfront costs for installations and introduces informed consent requirements for tariff changes.

Improved Customer Experience: Ensures access to smart meter benefits with user-friendly information.

Reduced Installation Barriers: Enhances efficiency and lowers costs for the accelerated deployment.

Streamlined Meter Testing: Minimises costs and improves system efficiency.

Consumer Protections

Customers cannot be moved to a new tariff without explicit consent for two years after installation.

Retailers must provide clear historical bill comparisons and guidance before making tariff changes.

Jurisdictions can mandate retailers to offer flat tariff options for smart meter users.

Implementation Timeline

Progressive rollout begins December 2024, with accelerated deployment starting December 2025, targeting completion by 2030.

Broader Benefits

The reforms are expected to:

Lower costs through economies of scale.

Eliminate manual meter reading costs.

Enable faster power restoration.

Facilitate efficient network management and integration of renewable technologies.

Chairperson’s Statement

AEMC Chair, Anna Collyer, highlighted the importance of smart meters for a renewable energy future, stating:

“After four years of extensive work and consultation, we’ve delivered a framework to accelerate smart meter deployment while ensuring strong consumer protections and choice.”

This initiative aligns with Australia’s broader efforts to decarbonise and transition to a more efficient, connected energy system.
