Big Changes, Bigger Support: $192M Investment to Keep Power Affordable

The Northern Territory Government is rolling out a bold three-phase electricity pricing reform, backed by a $192 million investment — including a $51 million boost in the 2025–26 Budget — to maintain some of the lowest power prices in Australia.

These reforms aim to balance affordability, fairness, and long-term sustainability of the Community Service Obligation (CSO), which subsidises the gap between actual power supply costs and the tariffs paid by consumers.



Why Change Now?

As supply costs outpace tariff increases, the NT Government is acting to ensure the electricity subsidy remains viable, especially for households, small businesses, and regional communities.


> “Without the CSO, households in Darwin would face power bills nearly 50% higher,” said NT Treasurer Bill Yan.

“These reforms ensure we keep supporting those who need it most.”



⚡ The 3-Phase Electricity Reform Plan

🔹 Phase 1 – Starting 1 July 2025


New tariff introduced for large commercial users (500–750MWh/year)


Government agencies (NT and Federal) shift to full-cost pricing


Solar feed-in tariff doubles to 18.66c/kWh (3pm–9pm exports)


🔹 Phase 2 – Starting 1 January 2026


Tiered pricing for households:


First 55kWh/day at regular rates


Usage above that charged at small business rate



Time-of-use plans launched for households and SMEs for better cost control



🔹 Phase 3 – Starting 1 July 2026


High-voltage customers and local councils move to cost-reflective daily tariffs



Future-Proofing NT’s Power System

With these staged reforms, the NT Government aims to preserve the electricity subsidy model while adapting to rising energy supply costs, population growth, and climate goals.


> “This is about keeping electricity affordable now and in the future, while promoting smart usage and a more sustainable system,” Treasurer Yan added.
