Australia is taking a major step toward certifying its renewable energy products, with the Federal Government launching public consultation on the rules for its upcoming Guarantee of Origin Scheme. This initiative aims to track and certify the origins and emissions profile of renewable hydrogen and electricity, aligning closely with the government’s Future Made in Australia vision.

What Is the Guarantee of Origin Scheme?
At its core, this scheme is a transparent emissions accounting system. It will certify how and where low-emission products—starting with renewable hydrogen—are made, and measure emissions across their lifecycle. This kind of tracking is essential to building confidence in Australia's clean energy credentials and making its products more attractive to global buyers.
Hydrogen: The First Frontier
Renewable hydrogen will be the first product to receive certification under the scheme. As a clean fuel with the potential to decarbonise heavy industries and power emerging sectors, hydrogen is expected to play a central role in achieving net-zero emissions while creating new economic opportunities.
Certificates That Build Trust
The program will offer two types of certificates starting in late 2025:
Product Guarantee of Origin (PGO): Shows where and how a product like hydrogen was produced, including emissions from production to delivery.
Renewable Electricity Guarantee of Origin (REGO): Verifies the time, location, and method of renewable electricity generation, helping consumers and companies make trusted claims about clean energy use.
Government Support and Stakeholder Input
This consultation round invites feedback on several technical aspects, including hydrogen methodology via electrolysis, cost recovery mechanisms, and how energy storage systems will fit into certification. Assistant Minister Josh Wilson emphasized the importance of collaboration, saying the scheme will be key to making Australia a global leader in renewable energy and low-emission manufacturing.

With initiatives like the Hydrogen Headstart Program and the $6.7 billion Hydrogen Production Tax Incentive on the horizon, the Guarantee of Origin Scheme is set to be a major building block in Australia’s clean energy transition.
