New Gas Rule Under Review
Energy Consumers Australia (ECA) has proposed a major change to the National Gas Rules, and it’s now up for public consultation through the Australian Energy Market Commission (AEMC). The change aims to make developers and new customers pay the full upfront cost of connecting to the gas network—something that existing rules currently spread across all users.

A Push for Fairness
Under the current system, all gas customers share the cost of new connections—even those who may never benefit from them. ECA says this is especially unfair for people who can't easily switch away from gas, like renters. Their goal? Let new customers bear their own costs so existing consumers aren’t left footing the bill.
Transparency Before You Connect
By showing the full cost of connecting to gas, the proposed rule aims to help consumers make more informed choices. Should they opt for a costly gas connection, or go all-electric instead? ECA believes more people will start choosing electric options once they see the price tag attached to gas.
Gas Usage on the Decline
Brendan French, ECA CEO, highlighted that residential and commercial gas use is expected to fall by 72% by 2043, with gas nearly disappearing by 2050.
“In our latest national survey, 1 in 3 homeowners currently using gas said they’ll likely disconnect within the next decade,” said Dr. French. “The shift to electric homes brings lower bills and healthier living—but the fewer people left on the gas grid, the higher the costs for those who remain.”
Avoiding a Cost Burden on the Few
ECA’s concern is that if action isn’t taken, the remaining gas customers—often those with the fewest options—will be stuck with rising costs to maintain a shrinking network. That’s why they’re urging industry stakeholders to support this rule change now.
