SEC Returns After Three Decades
For the first time in over 30 years, the State Electricity Commission (SEC) will once again provide power to Victorians. This comeback marks a major shift in how the state is approaching energy—reclaiming up to five per cent of the electricity market under fresh government contracts focused on renewables.

Lighting Up Public Infrastructure
Starting 1 July 2025, the SEC will begin powering 1,468 public schools, kindergartens, TAFEs, hospitals, police and fire stations, and essential water facilities. Iconic locations such as Flinders Street Station, the Royal Botanic Gardens, and the Melbourne Museum will also run on SEC-supplied renewable energy.
Powering Public Transport
The SEC will also energise the bulk of Victoria’s train and tram network, supporting more than 350 million trips annually with renewable electricity.
Supporting Victoria’s Green Business Goals
SEC CEO Chris Miller emphasized that this is just the beginning. The SEC aims to help Victorian businesses—especially smaller ones—shift to renewable power, improve energy efficiency, and meet carbon reduction targets. “This five per cent market share gives us a strong base to help businesses decarbonise,” Miller stated.
Backed by Clean Energy Projects
The SEC’s power will come from a range of renewable assets, including those under the Victorian Renewable Energy Target (VRET) such as Berrybank Wind Farm, Winton and Glenrowan Solar Farms, and Bulgana Green Power Hub. These projects ensure a stable supply of clean energy and help shield the government from market price fluctuations.
New Projects to Boost Supply
To increase clean energy output, the SEC is building 819MW of solar and battery storage at sites in Horsham and Melton. These projects are designed to feed more renewables into the grid, reduce emissions, and keep energy affordable for Victorians.
A Vision for Affordable Green Energy
Premier Jacinta Allan declared, “The SEC is back – and it’s powering Victoria with cheap, reliable, publicly-owned renewable energy.” Minister Lily D’Ambrosio added that all profits from the SEC will go back into expanding renewable projects and reducing power bills for families.
